Carson also said the tea party is stopping change in Congress, likening it to “the effort that we’re seeing of Jim Crow.”

The guy has never had anything of substance to say, and he’s in fear of losing his seat. So what the hell, how about we just incite some violence and toss out the race card?

You may recall the NAACP attempted a desperate smear against the TEA Party campaign involving Carson, who along with Congressmen John Lewis, Emanuel Cleaver lied that a “mob” of TEA Partiers hurled the N-Word at them day before the health care vote on the steps of the Cannon House Building.

Rep. Allen West, the no-nonsense GOP congressman from Florida, said he’s considering dropping out of the Congressional Black Caucus after hearing audio of vitriolic, anti-Tea Party language.

Emery McClendon addresses Carson’s remarks:

Emery McClendon, an African-American from Fort Wayne who is among the most popular speakers at tea party events both in Indiana and nationally, said Carson should apologize.

“I’m the one who started the tea party here in Allen County,” McClendon said. “I have never in my career, and it’s been almost three years now that the tea party’s been in existence, experienced any form of racism or any form of any negative-type treatment from anybody. The negative treatment that I have received has been from basically my own people, other blacks, telling me that I’m wrong for being a part of it, but without having any type of reasoning or proof as to why I shouldn’t be a part of (the tea party.)”

Keep it classy Andre, as you continue to render yourself irrelevant to Hoosiers.

Carson, a democrat, represents Indiana’s 7th district, which is basically Indianapolis. He’s the second Muslim to ever serve in Congress. He has been in office since 2008 when he basically inherited his seat that was held by his late grandmother.

Some Interesting Reading on State’s Rights and Abortion Funding

As you know, Planned Parenthood and the ACLU of Indiana were back in federal court on Monday trying to block the implementation of House Enrolled Act 1210 which prevents Hoosier tax dollars from going to groups that perform abortion. The judge is expected to rule on this particular request for an injunction in two weeks.

I have spent some time reading Attorney General Greg Zoeller’s Defendant’s Memorandum in Opposition to the Motion for Preliminary Injunction. There are a lot of things that stand out in that 36-page item concerning the big issue of state’s rights. (General Zoeller makes a great case for defending life and existing legally tested pro-life laws in his memo, as well.) Rather than analyze and comment on these points, for brevity, here are just a few interesting items from this memo:

-	Medicaid currently covers many health services, but not abortion;

-	The state currently determines many of those services which Medicaid reimburses;

-	Attorney General Zoeller’s brief argues, “federal law permits Indiana to structure its Medicaid program however it sees fit.”

-	Even after accepting federal funds, Section 1396c recognizes the State’s continuing prerogative to alter its Medicaid program.

-	Any State that administers a non-compliant program runs the risk that the Secretary [HHS] will turn off the funding spigot, but this remains a lawful option for the State under the statute.

- Attorney General Zoeller observes, “the State is aware of no Seventh Circuit cases holding that there is a freestanding right of action to enforce federal Spending Clause statues against States under a theory of preemption.”

-	Directly citing then Supreme Court Justice O’Connor, Zoeller notes, “Congress has afforded States broad flexibility in tailoring the scope and coverage of their Medicaid programs.”

-	The Medicaid Act provides that “[i]n addition to any other authority, a State may exclude any individual or entity [from participating in its Medicaid program] for any reason for which the Secretary [of the Department of Health and Human Services] could exclude the individual or entity from participation in [Medicare].”

-	The First Circuit has held that “this ‘any other authority’ language was intended to permit a state to exclude an entity from its Medicaid program for any reason established by state law.” The court noted that its interpretation was derived directly from the legislative history of 42 U.S.C. § 1396a: The Committee bill clarifies current Medicaid Law by expressly granting States the authority to exclude individuals or entities from participation in their Medicaid programs for any reason that constitutes a basis for an exclusion from Medicare. . . This provision is not intended to preclude a State from establishing, under State law, any other bases for excluding individuals or entities from its Medicaid program.

The courts will determine this issue, with potential ramifications for the right to life and states’ rights. Still, it is clear that Indiana has some very strong arguments in our favor being made by Attorney General Zoeller.

Is the TEA Party a Lost Cause?

How you answer this question depends upon whether you see the glass half empty or half full. Last week, Gallup Polling released the results of a poll that basically asked Americans if they embraced socialism. When asked if the government “should redistribute wealth with heavy taxes on the rich,”47% of Americans said “yes, it should.” More Americans said government should not redestribute wealth, but just barely. Only 49% rejected government redistribution.

Some may wonder how this polling response could be so close after two years of failed economic policies, far bigger government and billions in stimulus spending. I recently watched a fascinating PBS documentary on Huey P. Long. The “Kingfish,” the charismatic Louisiana Governor who, but for an assassin’s bullet, may have become President in 1936.

Long, like the socialist Father Charles Coughlin was a pure leftist. Long’s platform included his slogan “every man a king” as well as his “spread the wealth clubs.” Far more overt than liberal Presidents FDR, Johnson, Carter and Obama, Huey Long constantly complained that Franklin Roosevelt didn’t go far enough, fast enough. He made these charges with an enormous amount of popular support.

The program was a stark reminder that in very tough economic times, Americans have always had a dangerous tendency to give up liberties expecting the government to take care of them. (Huey Long was as close to a dictator as any state has ever had, and would have ruled America in the same manner, running over all sorts of checks and balances to accomplish his goals.)

If you include new data released two weeks ago from the U.S. Census Bureau the glass is looking more empty than full. For the first time in American history the percentage of single parents and cohabiting couples now exceeds married couples. In the 2010 Census, married couples now represent only 48% of all family households, down from 52% in the last Census count. A recent Pew Researchpoll found that nearly 40% of Americans say that marriage is obsolete.

This decline of marriage may catch the eye of social conservatives first, but it ought to really worry the TEA Party movement too! According to the Heritage Foundation “children born outside of marriage live in poverty 51% of the time compared with only 7% of children living in poverty in married homes. Thus the absence of a married mother and father increases the frequency of child poverty by 700 percent.” More specifically, the Heritage Foundation notes “prolonged welfare dependency is 1700 percent more likely for children born outside of marriage.” The National Longitudinal Survey of Youth, revealed this when it found that “children living with a married mother and father received AFDC welfare benefits only 3% of the time since their birth.” (Incidentally, Heritage also finds that marriage after illegitimacy cuts child poverty by 50%.)

In addition to overcoming the hurdle of the high number of Americans who think that the government should “spread the wealth,” smaller government, and less dependency upon it, is simply impossible if marriage continues to disappear.

Misinformation Distorts Public Viewpoint and Leads to Pandering Politicians

Gallup has also released a survey that reveals the power of the culture, media and Hollywood to shape and misinform the public. It found that most Americans falsely believe that 25% of the population is “gay.” That is ten times higher than reality. Even the recent survey by the pro-homosexual Williams Institute reconfirms that just 3% of the US population is homosexual or lesbian. Only 8 million individuals identify with homosexuality out of 288 million Americans. That equates to less than 180,000 out of 6 million Hoosiers, though some Indiana studies indicate that number is less than 100,000. Compared to the overall Indiana population, 39.4% of Hoosiers are married, yet only 0.3% of the Hoosier population consists of homosexual couples living together.

It is clear that the influence, economically, culturally and politically of this segment of society is staggering compared to their small numbers. (This is one reason why homosexuality, unlike race and skin color, does not meet the legal criteria set by courts for minority status.)

The vocal nature and media driven delusion of their demographic size may be why many politicians seem to want to pander to homosexual activists. Still, there is really no excuse for someone like the Mayor of Indianapolis to attend, or send representatives to this weekend’s Indy Pride parade and festival.

Indy Pride is a truly reprehensible display of hedonism, vulgarity, moral and spiritual confusion. Many of the photos (not those which the media chooses to show) of the floats in the parade of many men dressed in leather dog collars, just their underwear, or as women are truly sad. The Pride festival is also littered with booths for adult businesses and a whole host of other causes, which would shock and offend the sensibilities of hundreds of thousands of common-sense Hoosiers.

Please pray about this event this weekend, and that all those involved will see the error of their ways and come to know that there is a true love out there that satisfies their heart’s desire, and through Him, a spiritual hope, fulfillment and a peace that passes all understanding is available to all regardless of their past or self-perception. (For stories of individuals who have found this hope and left homosexuality for good go to: http://exodusinternational.org/resources/real-stories/ )

Indiana’s Legislative Leadership Says No to Investigation

In spite of a request signed by 20 state legislators and a series of very strong arguments by the lead author, [Senator Jim Banks], the Speaker of the House Brian Bosma and Senate President David Longhave rejected a request for a summer study committee to look into the use of and possible risks of the abortion drug RU-486.

There have been over 1,000 documented cases of complications from chemical abortions including eight deaths. The Alan Guttmacher Institute indicates that up to 25% of all abortions are now chemically induced. According to a recent call to a Planned Parenthood abortion facility in Indianapolis, they charge $500 for a surgical abortion and $425 for RU-486.

Stick To The TEA

Gary Gerard
Times-Union General Manager

I get the sense that Tea Party types really don’t feel like they need any advice, but I’m going give them some anyway.

At the outset of the Tea Party movement, I was pretty excited about it. Lately, I’ve become a little concerned about it – nationally and locally.

The whole thing started out being about taxes and limited government. I’m all for that. Remember Taxed Enough Already? That’s what put the Tea in the Tea Party.

Tea Party members harkened back to Revolutionary War days – taxation without representation and the like. And some Tea Party groups have stayed the course with regard to their core issues.

To me, the Tea Party movement should be about three main issues:

Promoting fiscal responsibility in government.

Ensuring a constitutionally limited government.

Encouraging free markets and private-sector business growth.

Now, the elephant in the room that affects all three of those issues is, of course, taxes.

If you encourage free markets and business growth there will be more tax revenue flowing to the treasury.

If you constitutionally limit government and promote fiscal responsibility in government, taxes will be inherently lower because government won’t need to gobble up as much private sector wealth to feed itself.

As government expands, it adds more employees. Government employees are paid by tax dollars. There are only so many workers. When you move a private sector worker into a government job, you deplete the pool of people paying for government and add to the amount of money needed to fund government.

Government hiring is up 17 percent. The median government worker is compensated at a rate just about double that of the median private sector worker.

At the same time, federal deficits are threatening the stability of the dollar and the viability of essential government services.

These are issues that I believe are the greatest threat to our way of life – our liberty.

If the Tea Party took laser aim at those issues, I think a vast swath of the American political spectrum could get on board.

They are fiscally conservative issues, to be sure, but there are plenty of people out there who may not consider themselves “conservatives” who still espouse those ideals.

Do people like that feel comfortable in the Tea Party movement? Would a Libertarian feel comfortable showing up at a Tea Party rally?

The more I watch the Tea Party movement, the more I see it alienating significant numbers of the very people it needs to support itself long term.

Instead of sticking to the core, bread and butter issues of limited government, low taxes and fiscal conservativism, many Tea Party groups are pushing cultural and social values.

When they do that, they push people away. They make people feel unwelcome, uncomfortable. There is no “Big Tent” sentiment in some of the Tea Party.

It’s as if you have to pass some litmus test of ardent, across-the-board conservatism to get into some of these Tea Party groups.

I’m afraid that kind of thinking excludes a lot of potential supporters.

I can attest to the fact that many Tea Party groups indeed have a litmus test of sorts, but in general, it’s not something they apply to membership, since most of the groups do not have a membership committee or a test to gain entry. I do see many of them wanting candidates that support a return to our founding principles and adherence to the framers’ original intentions. Many of them bombard candidates with questionnaires, and if a candidate fails to answer them, some Tea Party groups blacklist them.

If you’re not pro-life, pro-gun, overtly Christian, anti-gay, pro-war and anti-immigrant amnesty you need not apply.

The “overtly Christian” thing is something that does bother me with some Tea Party groups. Personally, I don’t care what your religion is, or the lack thereof. If you’re serious about changing Washington, why should it matter what your religious affiliation is? Like many conservatives, I have an issue with the attempts to erase God’s name and likeness from every school and public building, but I also respect someone’s right to be godless.

What I would like to see from Tea Party groups is for them to embrace the fact that everyone should have a sense of theism. Instead, many Tea Party groups are parading ministers, evangelists and and other religious leaders through their events. That indeed may keep some from coming under the big tent the Tea Parties would like to create. Let’s keep religion at home, church, the synagogue, mosque or wherever you worship.

While I’m a God fearing Catholic boy and don’t want him left out of my life, the Tea Party’s focus should be on a return to fiscal responsibility, free markets and a constitutionally limited government, but I don’t agree that social issues should be left at the door. More on that later.

Anti-gay? I’ve not heard that one from any Indiana group.

Pro-war? Another one I haven’t heard from a Tea Party group. You cannot be for a smaller government and a larger U.S. military industrial complex. As former President Dwight D. Eisenhower once said, “Our arms must be mighty, ready for instant action, so that no potential aggressor may be tempted to risk his own destruction…” There’s a balance in maintaining a strong defense and democracy, and sometimes, as was the case with Iraq, it was required. Many Tea Party groups have a large Ron Paul following. Ron Paul if you’ll recall, would bring home every troop and let the tyrannical warlords wage war and wreak havoc the world over.

On anti-immigrant amnesty, I don’t see that has a Tea Party exclusive issue. Close to 70% of Americans are not in favor of amnesty for illegal immigrants.

To be sure, many fiscal conservatives are likely to be social conservatives as well, but what if they’re not? Why not embrace them? Why not make a Libertarian feel comfortable in your Tea Party group?

Some Tea Party groups are doing just that. They are sticking to the issues that brought them together – taxes and spending. They stay away from the divisive social issues.

Here’s a quote from Toby Marie Walker, lead facilitator for the Waco, Texas, Tea Party group. She was interviewed on National Public Radio.

“Well, here in Waco … we don’t touch on the social issues. And the reason that we don’t is because right now, the Tea Party is about the economy. And while the social issues on a personal level are important to a lot of our members, we stay away from those issues because they’re so divisive. … We keep it about the taxes and the spending and the overreach of the government.”

Yeah, and that makes it easier to attract members from all across the political spectrum.

And there is solid precedent for that type of political activism. Some of the most effective and influential political action groups stick to their issues.

If you want to join the National Rifle Association, they’re not going to ask you your views on immigration.

I subscribe to several Tea Party email lists. Most if not all Tea Party groups have a similar theme for smaller government and a return to our roots. They also have differing beliefs and their own unique agenda when it comes to the military, abortion, religion, etc.

Some are fairly radical in their way of thinking and it’s their way or they ban you should you disagree. The Indiana iCaucus group is one, and I’m proud to say I was kicked out of that group.

The Liberty Coalition based here in Fort Wayne is another. When they started quoting Alex Jones of Prison Planet, (a well know nut case) in their emails, I opted-out. Jones is well known for his belief in UFOs and that 9/11 was an inside job by the U.S. government. The Liberty Coalition also distributes material to ministers and pastors to assist them in political activism. I for one, do not want to hear politics from the pulpit.

Joining the National Rifle Association is not analogous to joining a Tea Party. The NRA wants your money for obvious reasons. You need to pay them to gain membership and yes, that’s all they want. While some Tea Party groups may pass the hat around, I know of none that require a payment to become a member. I also know of none that have a litmus test for membership.

I agree that no party should be attempting to cram cultural and social values down my throat, I’m a big boy and can decide those for myself. But there’s one item Gerard did expand on. Abortion. It’s something that needs change, and if Tea Party groups support it and require it of their candidates, all the better.

In closing, I think the Tea Party movement is a good thing for this country. It’s an awakening of sorts and come November, some of the groups will be able to take credit for conservatives regaining some house seats. This won’t be the case in most of Northern Indiana, people are too set in their voting habits, or are just too lazy to even vote.

Here’s the rest of Gerard’s article, I missed it yesterday.

If you want to join Right To Life, they’re not going to ask you if you support the war in Afghanistan.

The Tea Party could operate the same way. It doesn’t have to take stands on all those other social and traditional values issues, one way or the other.

I’ve noticed our local Tea Party group, Silent No More, has gone the other way. They are far from being focused solely on economic issues.

In fact, much of their focus seems to be aimed at social, moral and values issues.

Things like prayer and fasting and tent revivals are wonderful and they play well in Kosciusko County.

To read the Facebook posts of some SNM members, one could get the impression that what they really would like is to set up a theocracy in America.

Certainly it’s OK to have opinions and ideals like that. That’s what freedom is about. Groups are free to organize, assemble, meet and use their influence any way they chose.

My concern is that if Tea Party groups push too hard on social and moral issues, they risk marginalizing themselves.

Certainly, the consensus among members of any given Tea Party group is strong. But it’s the people on the outside looking in that you need to reach if the group is to remain viable.

Seems to me people on the outside are starting to get the sense that Tea Party groups are far right or fringy.

I believe, for long-time political viability and maximum impact on federal policy, the Tea Party needs to stick to the TEA.

I agree, when a Tea Party group starts holding fasting events and southern style tent revivals, I get turned off.

They’re a disjointed bunch that collectively only boast about 1300 members. They piss and moan about some fairly inane topics, have no focus, suffer from a variety of in-fighting, and at times, seem like a bunch of schoolyard bullies.

I dropped out of the groups last week. Erick at Red State pretty well sums it up.

We have reached a point where the tea party movement will either go forward in greater organization or it will not. As one of those people who turned out for the initial protests, the later protests, flew around the country speaking at rallies, etc. I would like to say goodbye.

I hope the activists on the street will leave with me. It is not that we are leaving the tea party movement, but rather we choose to assert ourselves in the movements of America and focus not as tea party activists, but as concerned Americans troubled by the direction of the country. As the organizations of the tea party movement evolve into a federation, we activists choose to evolve into activists in the political process in our municipalities, counties, states, and nation.

So I will not be turning out to protest this tax day. Instead, I am going to put down my protest sign and pick up my campaign sign for Marco Rubio, Marlin Stutzman, Ken Buck, Pat Toomey, Mike Lee, Chuck DeVore, Pam Gorman, Tom Graves, Sean Duffy, Angela Hicks, Nikki Haley, Karen Handel, and others. I’m going to focus not on protesting, but on actually changing the country through finding, fielding, supporting, funding, volunteering for, and praying for good men and women who share my very American concerns. I am going to focus on my local government, making sure my local leaders live up to my expectations; likewise at the same at the state and federal level too.

What do you get when you take someone that enlisted in the Marine Corps in 1999, served in Fallujah as a sergeant in 2004, calls himself a libertarian and a constitutional conservative, and has the backing of Ron Paul, the Republican Liberty Caucus and the 912 Project?

A conservative contender running under the GOP ticket? Hardly. But that’s what Adam Kokesh has become. Why hardly?

If you meet Kokesh he’s likely to have his shirtsleeves rolled-up revealing tattoos. On one forearm it says USMC, and on the other, IVAW, which stands for Iraq Veterans Against the War. IVAW has issued bomb threats against the Gathering of Eagles and even threatened to assassinate Michelle Malkin.

In the past, Kokesh has handed out extremely hostile flyers on the George Washington University campus against Muslims. The flyers were made to appear they were the work of the Young America’s Foundation. When Kokesh appeared at protests, he was always wearing his Marine Corps. uniform. He’s been arrested for defacing public property, and has appeared at protests in Germany trying to convince American soldiers to go AWOL. When he was contacted by a Marine Corps major about wearing the uniform during the protests, Kokesh responded by telling the Major to “please, kindly, go fsck yourself.” His affiliations also include the Marxist and liberal groups C.O.D.E. Pink and A.N.S.W.E.R.

His fund raising gimmick is a silver coin with his face engraved on it. It’ll cost you $50. Melt it down and it might bring you $15. The coin is produced by a Texas company called the American Open Currency Standard which thinks we all should be hoarding precious metals because the dollar will soon collapse. Kokesh’s campaign signage and banners include the Ron Paul “R3VOLution” slogan.

Kokesh belongs to a group called the “liberty candidates,” part of the anti-government Tea Party who are running as Republicans. With his Ron Paul endorsement and backing of the tea party groups Republican Liberty Caucus and the 912 Project, he’s making waves as a frustrated conservative and actually raising money. The Republican Liberty Caucus is a group of disgruntled Ron Paulies that think the Tea Party has been hijacked. I’ve written before about the fringe elements within the Tea Party movement. In New Mexico the fringe is not the minority.

In my opinion, he’s a disgrace. Not only as a so-called constitutional conservative, but as a former Marine and as an American.

The “real” conservative running in the New Mexico District 3 race is Tom Mullins. Click on his name and go give him a few bucks.

Dear Hoosiers,

The Cincinnati Tea Party has extended invitations to Ohio, Kentucky, and Indiana citizens to attend what promises to be the largest Midwest tea party to date: the Voice of America Freedom Rally, September 5, from 1:00 p.m. to 6:00 p.m., at the Voice of America Park Museum in West Chester. The theme of the event will focus on average citizens becoming engaged in the political process and holding their representatives accountable.

Cincinnati Tea Party Founder and President Mike Wilson says he expects the turnout to be huge and explains the significance of the event. “For far too long, the average citizen has devoted limited attention to politics. As a result, the entrenched political elite of both parties have felt comfortable paying lip service to core American values, such as fiscal responsibility, limited government, and free markets, while spending like drunken sailors and infringing on our freedoms. The silent majority has finally awoken and their voice will be heard in West Chester on September 5.”

Please join Ohioans, Kentuckians and Hoosiers this September 5, and let us make our voices heard.

The rally is being presented by the Cincinnati Tea Party in partnership with the Cincinnati 9/12 Project, the Dayton Tea Party, and the Ohio Liberty Council.

LOCATION:

Front lawn of the Voice of America Park Museum
8070 Tylersville Rd.
West Chester, Ohio 45069

SCHEDULE OF EVENTS:

12:00 pm – Onsite Parking Opens
1:00 pm – Music begins, food and merchandise vendors begin
3:00 pm – National Anthem
3:05 pm – Speakers/Town Hall Program Begins
6:00 pm – God Bless America/Event Ends

RSVP

“I predict future happiness for Americans if they can prevent the government from wasting the labors of the people under the pretense of taking care of them.” — Thomas Jefferson

This Saturday at 11 a.m., a crowd will gather on the Allen County Courthouse lawn to protest the massive expansion of the federal government.

The motivations for the “Enough Already” tea party are numerous, but all center on the belief that the current enlargement of government will serve to deprive the citizenry of their liberties over time.

The flashpoint for most of those attending is the government’s bailouts of financial firms that, in partnership with the government, are responsible for the current crisis.

With the size of the bailouts taken into consideration, the total federal, state and local government spending as a percentage of gross domestic production will top 40 percent.

This level of spending, in conjunction with the nationalizing of major banks and industries, has convinced many that we are no longer on the road to socialism, but have already arrived.

Most distressing of all is the way this spending is being financed.

Many Americans believe that when the federal government approves trillions of dollars in new spending, the money simply falls from the sky. The truth is, the government has only three ways of getting the money it spends. It can raise the money in taxes, borrow the money or some simply print the money it is spending.

The government’s plan calls for few new taxes up front. Most of this spending binge will be done with money that is borrowed or printed.

When a government has its central bank print extra money, a practice euphemistically called “monetizing debt,” it serves to debase the value of the currency and, in the case of the United States, jeopardize the dollar’s standing as the world’s reserve currency.

Hence, most of the government’s plan revolves around sinking our nation under ponderous debt.

The advantage of using debt is that it is painless at the time. Just as an irresponsible college student feels no discomfort as he runs up his father’s credit cards, so, too, the citizens feel no direct effect of running up the national debt to fund a short-term stimulus plan. The pain comes when the bill comes due.

In the case of the college student, the bill will often come due that semester, and the person they have hurt is their parent. However, they have plenty of time to pay the debt themselves.

When a nation of irresponsible adults racks up massive debts, the bill will be presented to its children and grandchildren, and the adults themselves will have no opportunity to right the situation.

Former U.S. comptroller general David Walker has laid out the very inconvenient truth of our nation’s indebtedness. In brief, it is fair to say that there exists no conceivable way the U.S. will be able to meet all its future entitlement commitments without towering future taxes, major cutbacks in guarantees, wholesale debasement of the dollar or some combination of these “solutions.” He started touring the nation to deliver his message even before the stimulus packages were added to the national debt.

We as a nation cannot afford this latest round of reckless spending, and the only lasting fruit it will bear will be the indentureship of our posterity that goes with indebtedness.

If you, too, regard yourself as a patriot who loves this country and wishes to see its greatness preserved for future generations, we urge you to join us Saturday to start having our voices be heard.

Keyes will also appear in South Bend to protest Obama’s upcoming address at the University of Notre Dame.

Event organizers are hoping for upwards of 4,000 to attend.

I would suggest arriving early if you want to find a parking spot close by. The weather is going to be wonderful, with a high of 73, (64 degrees by 11 a.m.)

Contrary to what some of the wingnuts are saying, ACORN has not shown up at any Tea Parties and are not expected to be there.
