Another tax bill, this one introduced by Indiana Republican Senator Jim Buck.

Opportunity fee? That sounds like it’s right out of the Saul Alinsky handbook.

County employment opportunity fee. Authorizes a county council to impose a county employment opportunity fee upon nonresident individuals who work in the county. Provides that the fee may not exceed 0.25% of the individual’s adjusted gross income derived from the covered individual’s principal place of business or employment. Provides that the fee revenue must be used for economic development purposes. Permits the fee revenue to be pledged to repay bonds or lease rentals. Permits the county employment opportunity fee to be captured or used for various economic development programs. Permits the state to intercept the fees for noncompliance with certain data requirements.

This bill will merely target rural workers who are forced to travel outside their county due to a lack of jobs. With county governments dealing with property-tax caps, this bill may well advance. More troubling is those forced to pay the fee would not be able to vote for or against those county officials that impose it. How’s that for taxation without representation?

    So a person from a rural county has to give his money to an urban county so that the urban county can attract more jobs? But thats not my biggest gripe about this legislation… it is another tax that will only make things more complicated. Taxes are a necessary evil. If we must put up with them let us make them as small and uncomplicated as possible.

    No, they're more like a barometer. The more Democrats holding office the higher the level of stupid cost ineffective solutions to minor problems that responsible adults rarely see in their lifetime.

    But hey, gotta give 'em credit. Giving hand outs and dragging everybody else down to the level of the most irresponsible in society as opposed to offering a hand up and offering ways to self improve has worked out great for them. They're the champions of the little guy, as long as they can keep them little!

    One justification I had heard for this was that the host county should be compensated for the wear and tear that visiting workers are putting on their roads. Fair enough, but shouldn't the workers also get a similar discount from their home county since they are probably driving around there less?

    Regarding the taxation without representation argument, I don't think that is valid though. I have no say on the sales tax I pay when visiting another state or country, and foreign workers here have no say over our tax policies.

    I am quite sure that if I am taxed in the county I work in, I won't be spending money at their mall, their gas stations, their supermarkets, their doctors, their newspapers, OR their restaurants.

    Can't someone THINK this through?

    It's amazing to me, that these people we elect, as soon as they get to Indy, all want to turn around and screw us. Party affiliation does not matter. Once inside Marion County, they all become money grubbing weasels. Sorry I voted for any of them. Disappointed is the kindest word I can think of right now.

    They should call it the "Sheep Dog Tax". It's designed to drive folks from rural areas into the suburbs, and eventually into the big cities, where they'll be easier to control.
