City council at-large candidate Ivan Hood is a roofer at-large. Mr. Hood and his business partner Dave Washington operate Best 1 Construction, and provide roofing services.
Kelly and James Ellenberger met Mr. Hood and his business partner Dave Washington at a the Best 1 Construction booth at Hoagland Days. Mr. Hood and Mr. Washington pitched their wares and were eventually contracted by the Ellenbergers to perform a re-roof of their home.
The job was never completed, and what was accomplished was not within code. We spoke with the Ellenbergers and they stated they did manage to get Best 1 on the phone after the work stalled. They were told their name was posted on a board, circled in red and they had priority. After a while, no more comminications. The Ellenberger’s tried countless times to reach Hood and Washington, leaving voice mail messages that were never returned.
10/17/2010 they filed suit in Adams county for damages.
The courts ruled for a default judgment, given that neither Hood nor Washington appeared for the hearings.

Hood was finally served via certified mail this past Monday, 01/24/2010 for both the contempt charges and to answer interrogatories.
As you can see from the images below, the work was never completed properly. They even left a roof bracket on the roof that has been there for months. In addition, flashing was never replaced causing water to leak into the sub-roof, and power lines were left touching the roof.

The Flash Player and a browser with Javascript support are needed.The Ellenbergers are still attempting to obtain a resolve to this issue, but have had no luck in doing so as Mr. Hood and Washington are still not returning phone calls. They cannot afford to hire another roofer at this time, and the snow melt continues to leak into the sub-roof causing further damage.
And… on it goes.
On 08/30/2006 Kaufmann Property Management filed suit against Mr. Hood and his girlfriend Brianna Johnson to remove them from a home they rented at 2429 S Calhoun. They failed to appear (defaulted), and possession was ordered back to the owners.
On 11/17/2006 Hood was sued by Tazian Properties while residing at 4328 Lillie Street. Hood failed to appear and a judgment against Mr. Hood was entered for $3142.50
On 05/23/2007 Ashton Point Apartments sued Mr. Hood.

12/16/2009 For failure to appear, a body attachment is issued, (a warrant).
01/14/2009 his supposed employer, ERIE CONSTRUCTION MID WEST INC issued a check for his garnished wages, but it bounced.
07/15/2009, and on 9/10/2009, Mr. Hood failed to appear once again in spite of proof of service being satisfied, (they served him papers).
09/29/2009 a contempt citation was issued.
10/29/2009 Hood fails to appear, body attachment, (warrant) is issued.
12/16/2009 Hood fails to appear, body attachment, (warrant) is issued.
01/5/2011 Mr. Hood makes an appearance, and apparently paid the bill and the charges were dismissed.

The Ellenbergers should be able to collect for resulting damages under their homeowners insurance policy. Unfortunately, reroofing itself is probably excluded. Not ideal, but an option.
Anytime you hire a contractor to work on your property, be sure to get a Certificate of Insurance. Make certain it includes liability as well as workers comp. Doing so affords you and your insurance company the opportunity to subrogate against their carrier.

Ivan Hood and David Washington are tops when it comes to being Con Artist. They deserve everything bad that comes their way.
