Convicted Child Molester Working at Andrews Public Library

His name is Billy J. Smith and he is employed as a janitor by the Andrew Public Library in Andrews, IN, (Huntington county). He was convicted of child molesting in 1995. We’re told the library has stated because of the date of his conviction, he’s allowed to be employed there due to a grandfather clause, in spite of the fact that he occasionally is around during story telling time and special events that involve children.
I could not find that in the Indiana Code.
IC 35-42-4-10
Unlawful employment near children
Sec. 10. (a) As used in this section, "offender against children" means a person who is an offender against children under IC 35-42-4-11.
(b) As used in this section, "sexually violent predator" means a person who is a sexually violent predator under IC 35-38-1-7.5.
(c) A sexually violent predator or an offender against children who knowingly or intentionally works for compensation or as a volunteer:
(1) on school property;
(2) at a youth program center; or
(3) at a public park;
commits unlawful employment near children by a sexual predator, a Class D felony. However, the offense is a Class C felony if the person has a prior unrelated conviction based on the person’s failure to comply with any requirement imposed on an offender under IC 11-8-8.

I think a library could be considered a location for a “youth program center.”

Oh so since it gas been more that ten yrs, yrs it makes it ok to let him work around children. Bullshit i think not. WTF is this world coming to.

They must think the grandfather clause means they can hire child molesters old enough to be a grandfather.

Based on the library's interpretation they could have hired the offender as a children's librarian.
We hoop & holler about the registered sex offenders but what about the ones who have not been caught? The ones out there right now offending our children, they walk & live among us….what about them? As a parent it is our responsibility to watch our children, & raise them up to watch for such things. The sad part is that many of those predators are our relatives! Parents watch your children, don't let them roam the streets, when they are outside be there with them, participate in their lives….BE RESPONSIBLE, stop blaming society, blame yourself…where were you when this happened to your child? PROTECT them that is the responsibility God gave you.

oh my god are you serious someone actually got it parents need to pay attention to there children? stop turning a blind eye!! you have 600k registered sex offenders in the country some faulsy accused some romeo and juliet cases and some who are just messed up in the head it is YOUR job not the cops to make sure your kids are safe these people need to be able to work.. and before you start trolling yes i am a registered sex offender faulsly accused of brushing a 14 year old girls boob over top of her clothes and took a plea deal on a child molest charge to make sure i could be at my second daughters 1st birthday I am a happy husband and father of two girls under 4 years old if i were such a monster why would my kids by under my care? put down the twinkies and the remote and all those pills your doctor gives you to help with your schizophrenia and take care of your kids. im so sick of fat depresed scared people with an internet connection trying to condemn the world because they dont love them selfs enuff to love there owne children
