I think people become wary to take action simply because they don't receive ANY support. (the sound of crickets is deafening) And being some "Lone Wolf" might work fine in Spec Ops, but here in the Summit CIty...it scares the bejeezus out of a lot of decent folks. I can say that I'm pretty much alone in my neighborhood...no support, but thankfully some good friends in the FWPD I keep in touch with. And being "an army of one" thwarts many attempts to get things done for the better. Having any size target on your back isn't for everyone.
