I heard Councilwman Brown make the point and hardly anyone else at the table stirred, but I would guess that most will agree with her. The exceptions may be Mr. Pape and Ms. Goldner, both of whom often defend the mayor’s positions or laud the mayor’s efforts. Frequently, over the past year I have heard questions raised about those dollars, but finally Brown was the one who called the question. That question is, however, what does the statue say about those dollars? I read an overview of the various taxes. It did not mention whether city council should oversight or not. I would guess that when the tax was levied that the mayor and council at that time cut a deal about who would get what. The expectation, I would guess, was that council would leave the mayor alone to spead his share the way he wanted, without oversight.
