Jill Long-Thompson has an ally in her fight over the modernization of FSSA, and that would be John Cardwell. Cardwell has formed several “supposed” non-profit organizations, including the Indiana Home Care Task Force (IHCT). Back in February 1999, IHCT falsely claims in a report entitled “An Indiana Home Care Task Force White Paper” that it represents over seventy organizations. They also claim the genesis for the letter was a request by AARP, at a time when Cardwell’s wife, Nancy Griffin, was Indiana AARP Director.
In this report, IHTC lists it’s phone number as: (317) 205-3535. That phone number actually belongs to the Citizens Action Coalition, (CAC). CAC is a radical left-wing group, that among other things is attempting to stop the Duke Coal Gasification (IGCC) Power Plant. Go figure. It’s no wonder that CAC has a near 100% rating on Project Vote Smart with state democrats, while having a near-zero rating with republicans. It should be noted that John Cardwell is a former employee of CAC. CAC is also in the same building as the Marion County Democratic Party.
Cardwell seems to have a knack for creating shell organizations which appear to have membership, directors and staff, but they don’t. One of those organizations is The Generations Project. The only real staffer they have is Mr. Cardwell. On their staff page, they list three other people, which are listed as “consultants”. One of those is Matthew Greenwood. On Greenwood’s Linked-in profile he lists his profession as a Community Organizer at United Senior Action of Indiana, and we all know about community organizers.
United Senior Action of Indiana is headed by James Wallihan, Professor of Labor Studies at IUPUI. Along with other members of the Indiana Home Care Task Force, Wallihan has arranged press conferences and town hall meetings to identify and organize individuals against the FSSA modernization program. Wallihan is the author of several pro-union organizing books. Among them, Union government and organization in the United States.
The contact phone number for The Generations Project is the same phone number as Hoosiers First, Inc., another shell setup by Cardwell for the purpose of undermining the modernization of FSSA.
The business entity report for Hoosiers First, Inc. list Cardwell as the incorporator, President, Secretary and the registered agent. Hoosiers First has the appearance of another empty shell.

Cardwell is also tied to the Indiana Alliance for Retired Americans, (IARA) a group who’s entire executive board is made up of former union officials and members. IARA is run out of UAW Local #1111 in Indianapolis. It’s bylaws require its leadership to be in part, union-nominated.

Cardwell and his group of misfit’s modus operandi is to play the attack dog, organzing town hall meetings, generating unrest and then tossing it to Jill Long-Thompson. JLT then calls for FSSA privitization reviews and uses it has a negative campaign tactic, but that’s not what this is really about, is it? The fact is JLT has to deliver to her union backers. When Mitch Daniels rescinded Evan Bayh’s “closed shop†Executive it cost the American Federation of State, County and Municipal Employees (AFSCME) over $25,000,000 in dues. Any wonder why these union-affiliated groups are attacking privatization?
