I think they are from the Kelty campaign. Having all of these letters continues the assumption that he is being victomized by whomever. Therefore he can still make himself look better. I suspect that this rash of anti-Kelty mail is the result of surreptitious efforts by Mr. Knuth and elements of the Henry campaign, and are designed to keep Mr. Henry's hands clean. Despite Tom's pledge to run a positive campaign, even his latest TV spot takes a back-handed stab at Kelty's trustworthiness, so it is not unreasonable to suggest that the letter-writing campaign was orchestrated by Kevin, and most likely with Tom's implicit blessing.
